Literacy Update: The State of Adolescent Literacy Programs

Adolescent literacy remains a key focus as district officials navigate the challenges of low reading proficiency rates and evolving educational needs. This report underscores the urgency of implementing science of reading-aligned strategies. Leaders emphasize professional development, flexible funding approaches post-ESSER, and interventions tailored to diverse learners, such as Emergent Bilinguals and students with dyslexia. However, gaps in Tier 2 and Tier 3 supports, real-time data for decision-making, and age-appropriate materials for older students present ongoing challenges.
The findings reveal a strong commitment to evidence-based instruction, though practical implementation remains a hurdle. District leaders are shifting toward sustainable financial solutions, reallocating existing resources, and leveraging grants to maintain key literacy initiatives. Educators are calling for embedded, ongoing training and instructional support, such as literacy coaches, to effectively address the needs of struggling readers.
Despite these efforts, many leaders express dissatisfaction with current literacy programs, highlighting a need for inclusive, data-driven approaches and systemic improvements. By prioritizing professional learning and targeted interventions, district administrators can drive transformative change, ensuring all students—regardless of background—have equitable opportunities to develop critical literacy skills and thrive academically.
