Identify Evidence-Based Programs That Lead to Literacy Gains
School leaders nationwide are adopting evidence-based literacy programs to boost elementary and middle school reading proficiency. However, much still needs to change to ensure these students have the tools to read proficiently. According to the Nation’s Report Card, only 33% of fourth-grade students and 31% of eighth-grade students achieved reading proficiency in 2022. However, research shows 95% of students can learn to read proficiently with instruction rooted in the science of reading.
The Every Student Succeeds Act (ESSA) provides a road map for evaluating literacy programs. Its four tiers of evidence—from Strong to Promising—help administrators discern which programs have been proven effective by research. Additional tools, such as effect size, provide quantifiable insight into a program’s impact on student outcomes. Yet, not all research meets rigorous standards. Fewer than 30% of widely used educational tools comply with ESSA requirements.
