The Three-Cueing System and Guidance for Florida Educators
Through HB 7039, Florida educators are required to use science-backed phonics instruction that excludes the three-cueing system model of reading or visual memory for teaching reading to early readers. Fortunately, effective reading instruction models exist and can be introduced through quality professional learning. District and school leaders simply need to put the right tools in teachers' hands to help students decode and encode for reading success.
