Should literacy be considered a human right? The Reading League sees it as the defining movement in the 21st century and, yes, it should be considered to be a human right—regardless of ZIP code, ethnic origin, etc. Literacy and equity should be the wings upon which children soar into a bright future. So many children are not reading to grade level. This is the norm, and it should not be.
